Obama, on his way out of office, and after Admiral Rogers discovered that the NSA database was compromised and shut it down, issued an Executive Order that will let the NSA share vast amounts of private data gathered without warrant, court orders or congressional authorization with 16 other agencies, including the FBI, the Drug Enforcement Agency, and the Department of Homeland Security.

Now that we have the benefit of hindsight, this is really suspicious timing. It's clear their access to the NSA was shut down and they needed a new way to continue their spy operations on the Trump campaign.
