It could be a matter of being unable to train massive amounts of skilled employees right now. Especially in tech. It would take longer than 60 days just to get someone proficient enough to do a technical job.

Companies hire teams and teams of unqualified H1B. I can tell you, they are not highly skilled or Uber qualified. They work for cheap, that is all.
