Probably because of not wanting to create undue disurption to the already disrupted food supply chain.
There is a problem, in that migrant workers get paid less than minimum wage, and no American would take a job for less than min. I'm not even sure its legal. But those farmers who rely on migrant labor right now will see their product rotting in the fields if they don't do something, and if we close off all that migrant labor, that would be good in the sense that farmers would have to find another way to cope that is more legal and american, and that would be bad in that we would be forcing them to have that cope hard and fast and now. And that would lead to unnecessary shortages. We can phase that shit out.
This is all MHO, of course. I am not an expert in migrant labor or farming.
I totally agree with you im just thinking about how this might be a thought out or justified move. All I can think of is LITERAL crops rotting in fields right MYOW that CANNOT WAIT. And on top of the meat processors that went tits up last week and the distribution bottlenecks we have around the country... It could scare people into thinking we have a real food shortage, and then thats when urbanites chimp out and start really wrecking shit.
I mean, hey, thats all I'm thinkin might justify it. But you aint wrong.
