If I was a police chief or sheriff, I wouldn't enforce any of these CV related restrictions. They have no legal ground for which to take any action and they are risking huge lawsuits that could break their coffers. Some of these small towns and counties just don't have the $$$ to deal with expensive lawsuits. Even larger cities and counties just don't have the extra funding to fight that many lawsuits. The smart thing for them to do is just enforce the laws that are on the books and keep the peace.
