I searched DDG for "joe biden mental decline" and the top results were:
Rebel HQ YouTube video -- very negative toward Biden (even if it is by someone at TYT, which kinda surprised me).
politico.com article -- dismisses significance of Biden's mental problems, attacks Trump (what else is new?)
WaPo article -- trying to say both Biden and Trump are old, in their 70s, that they aren't that different (yeah, right... wapo doesn't acknowledge Trump is sharp as a tack, recalls scores of facts when confronted by a hostile WHPC, hold his own; Biden can't say 3 sentences without making a gaff).
An Intercept article -- looong, relatively neutral article (because it addresses the point of Biden's mental decline), calls out the Dems & their attackdog MSM for being tribal (who attack Trump and his supporters for questioning Biden's mind while, before Biden became the Dem nominee, other Dem candidates did the exact, same thing -- gives lots of examples). And, in the last parts of the article, the author says plainly that the mental decline is obvious to anyone who would look and listen, nevermind attacks on or defense of Biden.
I like DDG. Sometimes you just have to try some different search terms to get a good spread of pro-, anti- and neutral articles. AND, always use your good judgment to separate the wheat (information) from the chaff (lies, half-truths and propaganda!
When doing more open searches, I try to use more common words and phrases. If I'm looking for a very particular thing, I use more uncommon words, and exact phrases in quotes. To me, "cognitive" is a bit uncommon (other than you, when was the last time you heard someone use that word outside of academia?); so, I went with "mental" (yes, Biden *is *mental... LOL!).
What I was really looking for was a knowledgeable article by someone with an in depth understanding of cognitive decline/dementia/senility, and who might have offered an analysis of Biden's condition. Of course most competent professionals will refuse to talk about someone they have not personally examined. (And won't talk about someone they have examined either.)
Still I was hoping someone had included enough disclaimers to at least offer a general opinion. There's no substitute for a high quality professional analysis.
Doesn't stop the Lamestream media from finding and parading every 2-bit psychologist and their dogs to give mental evaluations & opinions of Donald Trump! >8-(
