This virus derailed those plans, which have resorted to Governors asking their Senators to sponsor legislation to bailout State & Local governments for their years & years of budget mismanagement.

They need to file for bankruptcy. This is a long time coming, especially with they way these pension funds are being invested. The place where they are being invested is in China.
