This virus derailed those plans, which have resorted to Governors asking their Senators to sponsor legislation to bailout State & Local governments for their years & years of budget mismanagement.

There’s no point in running things efficiently if you can get bailed out Everytime. It’s like that kid in school who keeps getting in trouble but his parents keep bailing him out.
If they do pass a bankruptcy law, part of the law should be that new administration is voted in and nobody is safe from being fired.
