This virus derailed those plans, which have resorted to Governors asking their Senators to sponsor legislation to bailout State & Local governments for their years & years of budget mismanagement.

Absolutely under no circumstance should we bail out states for the virus. Their failed readiness operations is on their state, not every American Taxpayer. Not to mention the fact they're inflating their numbers in the hopes they get extra cash. We all know they Inflated the numbers so the handouts can go to their pet projects.
