Slow and gradual opening. He discretied business owners and critics by saying they are reckless by opening too quickly with infection rates are going up. In past interviews he has said people can apply for jobs like amazon (like at his testing press conference)... tell that to the people in Midland.
Some counties may not open up as quickly due to infection rates (like Moore, Potter, and Randall County). He did not know what counties in his own state were doing, like Amarillo opening some stores up.
Bottomline, I am very disappointed with the Governor. I think Trump is nailing it with his guidelines and leadership, but Abbott needs to have courage and make the right decision for those hurting during these times. The small mom and pop shops wont last long in Midland if the energy sector is still decimated.

I think the correct course of action would have been to communicate with businesses and citizens and let them know what was gong on, make suggestions on how to mitigate the spread, make sure resources like medicine and equipment got to where it was needed, etc. Instead he just closed things down and then county judges and mayors started issuing draconian edicts.
