That's one for the court. The law has to be specific and the violation written precisely so it can be properly followed and enforced. A general order given by a politician isn't something that's gone through the process of becoming an enforceable statute and it certainly isn't in the vehicle code. It's no different than a governor or a mayor signing an order saying that we can no longer drive red cars because they distract other drivers? A GOOD judge would dismiss it because it's not a codified statute.
