I can understand buying masks from China, if they are the only place that currently has them (how it got to that point is another story). What doesn't make a damn bit of sense is paying more than double the wholesale rate for them.
When you buy in bulk like that, you should get them for less, not pay double the market value.
Aside for that, with that kind of money, you can buy enough mask making equipment and material to build 5x the amount of masks. He could have provided that money as guaranteed contracts for U.S.. entrepreneurs to start up their own production lines to manufacture the masks
If timing is an issue (and I'm sure it is), try this... Try, starting with only some working capital and a building you just leased in California. Now how long do you think it would take to put together a mask making factory? If all you had to do was purchase sewing machines and raw materials, then hire workers, no time at all. However don't forget that you are in California. When we are NOT shut down it takes 6 - 8 weeks to even get an inspector to approve your business application let alone set foot in your building to sell you your permits to even let an employee in. Not to mention how long it takes for utilities, contractors, fire dept inspections, etc... They give two shits how "essential" you are. My business has been waiting almost a year for the gas company to install a meter at our place.
