They have used enough peer-reviewed studies to launch a spaceship to Mars and more than enough money.
The result has been very little has changed. Is there more economic opportunity for minorities in America than there was in 1965 there absolutely is! Now is it proportional to the amount of money that we spent on it and the amount of time? I don't think so.
This is the problem with a peer-reviewed study; if you don't hold the people that did it accountable for the results all the good intentions are meaningless.
