I would say Congress is the vast, vast majority of the problem. They gatekeep every path wherein corruption has taken root. The swamp won't even begin to be drained until 85% of Congress is voted out.

There is some turnover in the House. Plus they face the voters every two years.

When is the last time a sitting senator was successfully primaried? I know it's happened but I can't remember the last time. They get all but automatically reelected to six year terms and they couldn't care less what voters want. I used to keep in fairly close touch with my GOP senators. You never saw two more out of touch people. All they knew and cared about was the DC bubble/mega-donors.
