That thing thought it was easy to "nudge" people to do and think what it is convenient for the power structure that they do or think. Basically a debased form of Behavioralism. When you truly believe your opponents (average Americans who don't vote DNC especially ) have all the mental acuity and introspection of a lab rat, it is easy to make grandiose plans for how they'll behave that are confounded when the intended victims prove human after all.
