Now, I still think that it will not be implemented this election (call me hopeful) but how exactly can you make it legal for the election? What's the process that has to be done and how can it be stopped? Is it a simple vote in the House, then Senate and President approves or the states all decide/vote for it to happen?

Nancy Peelosi is trying to tie it to a second stimulus bill. Hoping enough opposition signs on ‘for the greater good’.
Trump would still have to sign. I don’t see that happening but it gives Democrats the next political commercial. “Donald Trump didn’t want Americans to get help during the apocalyptic Covid 19 Black Death Super AIDS!!!.!.!.!”

As far as the Congress rules I’m not sure if a simple majority or if it needs 2/3rds to pass.

Living on Michigan, I just assume our governor will decree from from her throne that "hence forth subjects will vote by mail".
Trump has to sign it. So I don’t think it would happen.
