Governors emergency powers should not include mandating the behavior of citizens or the ability to close businesses.

They should be able to distribute aid where needed, send out emergency texts, coordinate with businesses(voluntarily) for how to deal with situations, etc. but they shouldn't be able to do what they did.

I still have some hope until the Left packs/replaces the USSC, but long-term you are likely not wrong (although that new court system will likely be in conjunction with a whole lot of "new, old stock" systems and ideas as we try to restore Constitutional government).

Hope springs eternal, but sometime in the next 5 to 500 years it's going to have to be rebuilt, ans sadly it's probably a lot closer to 5 than 500.

I think it's fair to say "behind us" as in behind ALL of us, including the cities, in this context. It doesn't mean nobody else will be opening sooner.
