In 1718 they had the pickle gun. Capable of rapidly firing (by 1718 standards). The forefathers knew guns like that existed, and they knew they would continue to improve.

As for canons and warships. You can buy tanks and artillery in America today. America even has the largest PRIVATELY owned airforce.
