The federal government and the DHS are in charge of federal elections.

This. I'm a little surprised at the number of people who aren't aware of this. I think it's something Obama cooked up, then after Hillary lost, President Trump never changed it.

edit -- I guess it was the DHS oversight that Obama put in place?
