As far as I understand it, the only place where elections to Congress is mentioned is in the text I quoted. If elections are specifically mentioned elsewhere in the Constitution then by all means show me where.
If it is not prohibited by the Constitution, then it is allowed to happen. So from your rhetorical example, yes, the Federal government would not have any power to stop it, because the Federal govt is allowed only the powers specifically granted to it by the Constitution. You or I may not like it, but until it's amended that's still how it is.
And furthermore, since the original topic of this convo is whether POTUS can or cannot nullify any elections or the ballots or results thereof, what part of the Constitution gives him any of this authority?
