Here's what it comes down to:

Is government going to shut down the economy and restrict movement of 100% of the population (97% of whom will feel little to no symptoms if they catch Xina Flu), or do they advise the 3% that could get bad symptoms, and the .02% that could die, to socially isolate until it passes?

Xina Flu is the ultimate example of tyranny of the minority.
