i read somewhere it continued in some way up to 2019, might be fake news. Only a left wing liberal government could come up with the idea to funnel US Tax payer dollars to Chinese biolabs suspected of bio warfare research.
I've been so skeptical through years of reading this type of thing, along with vaccines in places like Africa that it strikes me less as acts of nobility and research, but more as ways to circumvent US/EU laws and oversight that might normally result in hefty fines, shutdowns, negative press and possibly even jail-time. .

A USA flagged vessel operating between USA ports must be built in USA shipyards and crewed by USA sailors. Build it in China with no enviormental laws and its a tenth the price. Crew it with Indonesians and you can pay them peanuts.
