It was deemed unpractical to develop a vaccine for SARS because....wait for it....The Hydroxycholoroquine + Azithromycin worked a little TOO well for that disease.

It was thought that because both drugs were generic and widely available, there was no need to develop a vaccine, because they had a cure that worked better, and could be taken as a preventative.

Early efforts to develop a SARS vaccine in animal trials were plagued by a phenomenon known as "vaccine-induced enhancement," in which recipients exhibit worse symptoms after being injected — something Fauci said researchers must be mindful of as they work to quickly develop a vaccine to protect against COVID-19.

they tried earlier, but early attempts are much more deadly than the virus itself

Nice catch there!

Formulating a vaccine enhanced the virus, but the treatment for the disease not only worked very well, it could be used as a preventative without fear of enhancement.

Look, all of this is CYA because of an election year. The Trump administration is being hyper-cautious because any and all deaths from this virus would be utilized to club the administration over the head from here to eternity. The administration's gut reaction to not close the country down was probably right, but, because of political ramifications, they had to do this to innoculate themselves from major criticism. It seems that, as more data is collected, there wasn't a need to utilize such draconian measures and it gave democrats the further ability to utilize more fascistic methods over their constituents.
