Because testing every American every day for the next xxx months is impossible to say the least, and they are throwing impossible goals out to make the Trump administration look incompetent.
It is a strange fixation, isn't it? Testing when "there are no known treatments" and when containment is clearly impossible... I'd be inclined to say it's mostly feel-good horseshit, but does at least prop up a big vertical on an important industry.
I guess you could use these tests to plot cool statistics like potential for exposure in various regions for various activities over time. Gonna be a laugh if somebody actually does it and projects something like a double digit percentage over the next year while doing nothing but going full hermit and accepting occasional deliveries.
Why are they so fixated on testing? Someone who tests negative one day can test positive the next day. How about worrying about treatments?

Are the tests for antibodies? I know some tests can tell if someone has had the virus before, so we can judge herd immunity.
