Those tests that VP Pence said went out, did go out. We had them. There were plenty of vials and swabs, labeled and ready to go. The problem was, as VP Pence stated, getting those tests processed by labs. Results were taking 5-8 days to get back, and this was from a local lab. At a couple times, the lab told us to stop sending tests without pre-approval because they were so back logged they couldn't get to them.

Later, we had a secondary lab open up in the area for processing. They too became overwhelmed, and started limiting which medical facilities they would accept Covid-19 tests from.

Now, we can test anyone we need to test, and have the result in a day or two. If we need the test in a few hours, we have labs that are accepting and will run the tests in that time. If quicker tests start to show good reliability, we will probably see them become common. Anything that results in 30 minutes or less is rapid enough for most medical needs.

President Trump has delivered on his promise of ensuring testing is available, and he did it by working with the companies involved, not by some legal edict forcing them to do it.
