There is a restaurant in town I used to play trivia on Weds nights with my friends, and waitresses there had a really bad habit of neglecting you as a customer if you weren't ordering alcoholic drinks. Many times they would not bring me my water or tea. Any time that happened, I zero or $1 tipped them (on like an overall $10-13 check). My friends, who were servers themselves, always looked at me like I shot their dog. I would always say, "How else is she going to learn from her mistake?" I think it's a valid point. Do you job and you'll get a fair tip.
I guess I should have stated it differently:
I don't believe most restaurants will re-open again, but if they do, will you tip all of time?
Actual exchange:
Bartender: "Thank you, sir."
Me: "No problem."
Bartender: "Y'know, you always tip..."
Me: "Yeah? So?"
Bartender: "Not everybody does..."
PS: crap service, there is no tip... but this can be an egg-and-chicken kind of thing, too...

If I order something for $7, I would not leave $1.50 (roughly 20%); I'd leave $3.00 (roughly 40%.)
