At least as far as the DC FBI HQ is concerned, there really is no "rank and file" anyways. But even if that weren't the case, we've all seen the voting stats for DC. 2016: 95% Dem. Washington IS the Democrat party, and the Democrat party is the State. I'd put the over/under at ~40% of the FBI HQ as being corruptible or already utterly corrupt.
