I think that's an unfair criticism. Elon is always someone who doesn't want to be involved in politics. Plus he's a busy man running 3 multi-billion dollar companies at the same time - Tesla, SpaceX and Solar City. He's also very involved in his companies unlike other CEOs. He just wants to do his stuff freely and doesn't have time for politics.
Probably because California is used to huge numbers of sick, they decriminalize intentionally spreading diseases, have such sanitation problem/moral problems that diseases pop up like flies and all while giving free healthcare to anyone in the world that hops a fence to come and take their stuff (Americans excluded)

But won't they won't say, is by millions they mean 1 of 7 people they polled and majority of those were young people who probably wouldn't need to go to the hospital anyway.
