I don't know all of the regs in the IC but I would imagine any FBI operations against Americans on American soil would have to go into the Presidential Daily Briefing, meaning likely the entire massive NSC probably knew what was going on.
The larger question is, does anyone have the balls to indict a former president and could he even be charged for seditious conspiracy or fraud? Is it even sedition if one plots to bring down an elected government that hasn't taken the oath of office yet?

Quite frankly, I'm surprised that after the Republicans fought against the Democrats in the US civil war, that they even allowed the Democrat Party to continue existing.
