That's a hospital lab. The purple tubes are EDTA tubes for preserving blood for CBC and other tests. The grey tubes are usually used for lactic acid blood tests (with potassium oxalate or sodium fluoride as preservatives and kept on ice)

The lab techs are handling (with gloves and PPE) all kinds of infectious and potentially infectious material. Wound culture swabs from addicts who keep injecting heroin into their muscles until they get abscesses and usually MRSA, C-Diff diarrhea from someone living on the street, sputum cultures from immigrants with tuberculosis, Blood from HIV positive patients, etc. Some urine samples from people with UTI's can be absolutely foul smelling. They do infectious cultures, where a tiny sample of a disease is grown into millions of cells, so that antibiotics or other medicines can be tested. This makes a small low risk disease specimen, into a much higher risk item.

They are wearing the PPE the hospital mandates that they wear while on the job - just like someone wearing a hard hat or a safety vest. Those same lab techs will be handling the blood (again while wearing PPE) that you may need for massive transfusion if you get in a major car accident. They are all almost certainly certified as phlebotomists and if you get blood labs done when you get your physical, it may be a lab tech that is doing that draw. Are you really sure, you don't care if they get sick?

VP Pence doesn't work for the hospital. He can do what he wants. It is hard to communicate with patients and co-workers when you are trying to talk through a mask.
