Exactly.

However, what they can do is if the tickets aren't paid after a certain time period...say, three months, we can kick those diplomats out of the country and ban them from ever returning until they are paid.

There won't be any serious consequences for our country if we do it. It will also send a message that we are no longer going to let them gut punch us at will. The U.N. and most of its diplomats will begin to pay the tickets they accrue. They will follow the law, or, alternatively, they can move their HQ to some other country that will roll over for them. Either way, its a win/win situation for us.

All we have to do is put our foot down and they will comply, whether they like it or not. We are far more powerful than anyone else on this planet due to our economic base, and they know that. There will be no retaliation for justifiably expelling diplomats to the U.N. Especially if they want to keep receiving their annual foreign aid package we give to almost every other nation on the face of this planet.

Besides, we aren't expelling the nation, just the diplomat. They can send another in his place and he can stay as long as he pays his parking tickets or doesn't break any other laws.
