Even though this isn't exactly a ruling against the states authority, when they choose to drop charges, they are effectively making it impossible to bring cases against anyone else, because the state would have to explain why they chose to drop charges against him, but brought future charges against others, which would show a clear cut case of biased treatment against any future prosecution attempts against businesses.

No because it wasn't adjudicated; state dropped it because they were fags and wouldn't win anyway.
