prosecute after the political pressure is looking elsewhere, to punish them for daring to think for themselves.

Or the DA's decision to not prosecute counts towards Double-Jepordy.

Otherwise, they could hold the threat for as long as they can (years) before going forward with prosecution. Exception for if they are building a case but with required progress reports to the judge.
