They are usually reserved for celebrities of many persuasions, such as entertainment, journalism, politics, whatever. I think the original intent was to 'verify' that a particular account was actually that famous person, so people wouldn't be tricked by a fake account. What it really is: The 'blue checkmarks' are our betters and we need to bow down before their wisdom and pithiness. They usually can get away with a lot more shit than us peons would, unless it's a conservative.

Edit to actually answer your question. We aren't fascinated by them. We mostly despise them. Except for GEOTUS of course, and a few based folks. Woods and Owens, just a couple of examples.
