A little bit of weasel words. Maybe they decide later they want to prosecute, so they get some tiny piece of new evidence and prosecute. If they didn't say "at this time" then the defense could say "you had not enough evidence before" and it would work a bit in their favor.

It suggests that what Sabitini is saying is correct; there never was any legal basis to shut down one nonessential business. Every Governor issuing any such order has insane liability, which is exactly what I said when this bs started. Class action lawsuits in every State! (Except the one where the governor isn't guilty of mass murder) Add to that the civil suit of wrongful death of however many thousands of people, plus criminal charges for wrongful death.

These tyrants will die in prison as paupers, either at the end of their life sentences, or at the end of a rope, whichever State law allows for. And if your Governor is good but you've still had problems, look at your Mayor.
