You're talking about 2 different things. Civil liability = money, we can sue Governors for their own personal wealth. Unlike cops where We the People just foot the bill.
Criminal liability (like mass murder, which some 40 Governors are guilty of) is a different thing altogether. We need class action lawsuits in every State, and a top notch Constitutional lawyer involved answering these questions, and writing it up so everybody affected can sign on to ONE lawsuit. That's how we win. If we get singled out, they draw the case out forever and make it cost a fortune. That's how we lose.
