Put him back in the NSA.

Putting the guy they helped put in prison back in charge of the agency with a reputation only slightly less terrifying then the CIA is bound to scare the shit out of certain individuals.

They blackmailed him once by threatening his son. Is he still vulnerable to deep-state threats?

I trick I saw early on was Trump using Military Intelligence groups to counter the Alphabet agencies - I was hoping they would be pivotal to this cleanup process.

Too many democrat sycophants high in the Pentagon, just like the DOJ.

The redeeming feature is:

The military-industrial complex has never had a use for either mil-int or special forces. They occasionally get individual big price things one-off, but they aren't "5 new aircraft carriers over the next decade" or whatever.

If they shuffle posts, I'd be very happy to have Ratcliffe at FBI too

The NSA seems to vaguely operate with discipline ... I'd send him into the CIA. With Marines.
