Key West beaches open, but island (and all of the keys) closed to visitors. Economy in Key West is stopped. It's all tourism related - and nobody is on the island. Mayor is concocting a 5 phase plan to open.... months from now. Devastating.

In the late 80's half of city hall in Key West was arrested by the Feds for running drugs. So your scenario could be in play. Who knows.
