Not out of the realm of possibility no, but it doesn’t explicitly say they’re changing how they’re counting positive tests. It’s a game of semantics.

The first sentence is a purported statement of fact. The second and third have those qualifiers. The first should as well.

I’m not saying it won’t be used that way, I’m saying the statement made doesnt line up 100% with that conclusion without a level of assumption involved.

Whilst it doesn't imply that, there is no reason to count this way. Unique people tested per day for each test (up to 3 to confirm totally free from Wu Flu) just double reports people.

If 500 people show up for a retest tomorrow and 1000 people for their first test instead of reporting 1000 people being tested they say 1500 people.

It’s an exaggeration. They’re counting unique tests per day instead of unique people tested. It doesn’t say outright that they are changing how they count positive tests. Just number of tests.

We have also improved the way we report the number of people who have been tested. Prior to May 1, VDH was reporting the number of unique people who had been tested for SARS-CoV-2, the virus that causes COVID-19. This was a valid measure early in the response as people were typically being tested once. As this response evolves, we have made the change to report the number of unique people tested per day rather than the number of unique people who have been tested at any point during the response.
