How does it not say what the headline says it says?

Also, can you truthfully state that you think multiple positive tests for the same patient WON'T be used in this way? After all you've seen over the past weeks?

The first sentence is a purported statement of fact. The second and third have those qualifiers. The first should as well.

I’m not saying it won’t be used that way, I’m saying the statement made doesnt line up 100% with that conclusion without a level of assumption involved.
