Is it because a lot of teaching staff re old as fuck and just going through the motions for retirement and hey are being protected? Most likely. Why don't districts help these old, useless teachers retire a few years early and get jobs to all the young newly accredited educators? Fuck all these 70yr old teachers spitting their curriculum at a brick wall since they don't have the energy to actually teach anymore.
