To me, it's way more impressive that we've done over 5 million more tests and 3x their amount than it is that they've tested 3% vs 2.3%. Now if there was a country with 5 million population that had tested 2.5 million, then the per capita would be more impressive and important.
It's meaningless because it hinges on the availability of accurate tests. Some of our first tests were not only inaccurate, they were contaminated with the virus, so we had to cut back on testing until good test kits were made. Some of the chinese tests were also bad. Is Germany still counting those in the total numbers?
If I start feeling flu-like symptoms, I’m not going to get tested for COVID (unless it manifests as breathing problems). I’m a healthy young person so if anything I’ll just feel under the weather and have a coof for a few days. I’ll just take off of work and not go outside.

Testing is rather pointless because it doesn't really change the diagnosis or the treatment.
My fiance tested negative for the flu and they still treated her like she had the flu.
