He doesn't when the people decide in mass that they will not go along. Even liberals won't like the consequences of not being able to go back to their latte shops and other liberal hangout spots to do what they enjoy. He can't control mass civil disobedience and neither can the other blue govs.
People haven't really come out in mass. Just a few hundred or thousand at every protest. Lots of tough shit talking on internet forums like this, but not a lot of action. If people really get serious, there will be daily protests. Protests that disrupt all commerce and activity in a city. Businesses will ALL open on the same day and force the authorities to act against all of them. Right now, we're no where close to that.
After he gets thousands of Contact Tracing brownshirts in California. Once they come in to enforce social distancing (aka martial law), then he will have an army along with cops. Gonna be harder to revolt at that point, and its coming really soon.
The cops were all pretty chill at the protest I went to.
