Have family that lives in other states, but does contracts in new york. Basically, any labor performed for or in New York gets taxed. So, say you are a contractor, if you did work for some New York business, and the business pays you, YOU are taxed personally by New York when you generated income. It's a desperate move from a state bankrupt and also rife with tax shelter businesses.
