You have to look at overall context too but yeah. We were about to go into ww1 and he may have seen outside factors tying into it. Its possible he saw that there was a global elite, hell maybe focusing power through germany, and saw that as a way to fight it. Either way though more than likely by then or around then the global elite was beginning the process of undermining and infiltrating our government
