Was just going to say that. They probably have special screeners analyzing based ballots and forwarding them to the state AG.
They could pin OP liable for not properly taking care of a ballot they were liable for. Could say OP should have returned the mail to sender - instead of illegally disposing of another person's mail - or the other responsible option, hold the ballot until after the election then dispose of it (therefore rendering it useless after the election date).
The second ballot that arrived with your address... I don't think they do mail-in ballots in your state
