Notice how Yates conveniently forgets Comey's conversation with Obama. And let's not forget that Yates was the one at the DOJ who started the whole Flynn setup. She was the one who went to the Whitehouse and talked to Pence about Flynn, trying to get Pence to fire him, and when it became clear that Pence wasn't falling for her BS, she then leaked to the media that Flynn could be blackmailed by Russia for his supposed lie to Pence, even though it was impossible to blackmail Flynn, because all Flynn would have ever had to do was go to Pence and say "Oh yeah and I guess I met with some Russian officials at a very public event". Boom, blackmail averted.
That's literally what this was all about. It's about Flynn happening to be at a public event and greeted by Russians he didn't even remember, and since he didn't remember, he got prosecuted. And Yates tried to make that out like Flynn could be blackmailed over it, all in an attempt to get him fired and to keep investigating the incoming administration, all ultimately aimed toward faking false reasons to impeach, i.e. the "insurance policy".
