It's all spelled out. The Tenth Amendment basically states that all 'non-essential' Government duties are reserved to The States (which then trickles down to the County and Municipal levels), and eventually down to you (A free Citizen)..

Essential Duties (per the Constitution) consist of: -The protection of Citizens’ Constitutional Rights -Defense

  • Foreign relations, Foreign commerce, and Interstate commerce.
  • Coining money
  • Establishing Federal courts
  • Copyright protection
  • Establishing Post Offices
  • Establishing a national set of universal weights and measures;
  • and the Taxation needed to raise revenue to perform these essential functions.

If the State you live in wants a ton of agencies, or social programs, or wants to go green, whatever... they can tax the shit out you, and you can have all that. Just don't come to the Federal Govt for a bailout when the money well runs dry.

Edit: Looked up. The word bumf or bumpf refers to obvious or blatant propaganda, usually issued by a government, an organization or a large company.

For example, the report suggested restaurants and bars should install sneeze guards at cash registers and avoid having buffets, salad bars and drink stations. Similar tips appear on the CDC’s site and a Food and Drug Administration page. But the shelved report also said that as restaurants start seating diners again, they should space tables at least 6 feet (1.8 meters) apart and try to use phone app technology to alert a patron when their table is ready to avoid touching and use of buzzers.

So, basically, destroy the restaurant industry. A lot of restaurants are or have buffets and/or salad bars. That's just part of their offering. The rest cannot afford to rip out half of their booths and tables to maintain arbitrary and outright asinine social distancing. At some point (at least a month ago) social distancing needs to END. COMPLETELY. Enough of people acting like hypochondriacs worried the next time anyone in the room coughs or sneezes the whole place is going to have to evacuate like the place is on fire.

Restaurants often lease space and pay by the square foot of floor space. So you're telling them to piss away twice as much money for empty floor space just so "particles wafting on the air" in the room don't magically land in an adjacent booth. yeah fuck right off.
Also the idea of the phone app thing, yeah it's ok, given if people really want to be forced to download another app to their phone just to be buzzed that your table is ready. FFS just take the buzzers and give them a quick spray with a disinfectant and you're fine. People need to toughen up and rely on their immune systems.

My favorite line in the whole article:

The CDC should provide advice on how to treat the disease and provide guidance that has a scientific basis for how to prevent its spread (hint: neither wearing masks nor social distancing has any proof to support their efficacy beyond the gut feeling of ‘scientists,’ many of whom are the same goobers who predicted overrun hospitals and people dying in the streets), but they should be forbidden to provide anything other than what is clearly labeled advice.
