If somebody has legal authority to make medical decisions on her behalf then I would suggest a conference with staff. If they refuse the care decisions requested by the legal authority for her health care, ask why. If still unsatisfied you should have the option to seek a second opinion outside of the staff medical team.
If nobody has legal authority to make decisions on her behalf and she is reasonably able to do so on her own, then it is up to her to demand the treatment she wants or seek it elsewhere.

I would suggest that if your grandmother's long term care facility, "laughs in your face," when attempting to discuss medical concerns then it may be worth looking into a different facility.
