The legal immigration spigot needs to be tied to factors like the unemployment rate rather than being open all the time. It makes no sense to allow any immigration when there isn't a shortage of able-bodied workers. If we applied some common sense to immigration policy the borders would be closed >90% of the time and then only open for exceptional candidates when demand for workers warranted such a move.
