It definitely took time to clear out the DOJ (too much imo but whatever it seems to be done) and the IRS has had it's resources stretched with new tax laws and now a virus so it is believable top brass level investigations weren't happening.

Also I doubt the Clinton Foundation actually violates tax law when they had years to influence tax law. It makes more sense that they would be laundering money via legal loopholes they established.
